In, "One Approach to Guiding Peer Response" by Kim Jaxon peer reviewing actually sounds like its a good thing.  The peer reviewing that I used to do sucked people would give the writer advice that they would never use.  We also had to comment on the persons grammar and spelling errors which was just as bad.  We were given 15 minutes to review a persons paper and I would barely get through half the paper.  This approach sounds a whole lot better and I like the idea of having the paper for a few days to review it and make suggestions.  Now I can take my own time in reader a persons paper and actual give some good advice!
